Most WhatsApp setup problems come from Meta's signup steps, a number that is still in use somewhere else, or billing in WhatsApp Manager. When something goes wrong, Social Intents shows a guided message with the fix, and the Meta error code if there is one. This article collects the common cases. For the full setup, see Setting Up WhatsApp Business.
Check the Pre-Signup Checklist First
Before Meta's window opens, Social Intents shows Before you continue to Meta. Most failures trace back to one of these:
- Admin access to the Meta business portfolio you connect, or create a new portfolio in Meta's window.
- A number that can receive an SMS or voice call. For landlines, choose Voice call.
- WhatsApp Business app numbers: enter the number, click Next, choose to keep using the app and scan the QR code.
- A free number: not active on personal WhatsApp or with another provider.
- A payment card to add in WhatsApp Manager right after connecting.
Meta's Signup Window
Nothing opens when I click Continue to Meta
Your browser blocked the popup. Allow popups for socialintents.com, then click Connect again on Integrations > WhatsApp.
"WhatsApp setup didn't finish"
The Meta window closed before every step was done. Start again from Integrations > WhatsApp > Connect and keep Meta's window open until it says you're done.
I can't choose my business portfolio or WhatsApp Business Account
You need admin access to the portfolio. Ask its owner to make you an admin in Meta Business Settings > Users > People, or create a new portfolio in Meta's window.
"Meta didn't grant the permissions we need"
A permission was unchecked or expired. Reconnect and keep every permission checked in Meta's window.
"Meta is busy right now"
Meta couldn't process the request. Wait a few minutes and try again; check metastatus.com if it keeps happening.
Number Registration Problems
If the number connected but didn't register, you'll see WhatsApp is connected, but your number isn't registered yet with the reason and steps. Customers can't message the number until registration finishes. Depending on the problem, the page offers Try registration again or a PIN form.
Two-step verification PIN from another provider (error 133005)
The page says This number is still protected by a two-step verification PIN. A 6-digit PIN was set by you or a previous WhatsApp provider, and registration only works with it.
- If you know the PIN, enter it in Existing 6-digit PIN and click Register number.
- If you don't, open WhatsApp Manager > Phone numbers, select the number, then Settings > Two-step verification > Change PIN. Enter the new PIN on the Social Intents page.
- If another provider manages the number, ask them for the PIN.
Meta only lets you change a two-step PIN, not turn it off. Too many wrong guesses lock PIN attempts for several hours, so double-check before retrying. If Meta has already locked it, wait the time shown and try again.
The number is still on WhatsApp or the personal app
A number can't move to the WhatsApp Business Platform while it's active on WhatsApp or with another provider.
- In the WhatsApp Business app and you want to keep it: update the app, reconnect, enter the number on Meta's first screen, click Next and scan the QR code from inside the app. See WhatsApp Coexistence Mode.
- On personal WhatsApp, or you want to leave the app completely: in the app go to Settings > Account > Delete my account, wait about 3 minutes, then reconnect.
- With another WhatsApp provider: ask them to release the number and share its two-step verification PIN before you reconnect.
Meta asked for a code for my WhatsApp Business app number
Stop: Meta didn't recognize it as a WhatsApp Business app number. Update the app to version 2.24.17 or later, check the number is in the WhatsApp Business app (not personal WhatsApp) and not connected to another provider, then start again.
The verification code doesn't arrive
- Make sure the number can receive an SMS or a voice call. For landlines and phone systems, choose Voice call.
- Wait a few minutes before requesting a new code. Too many requests or wrong codes lock verification for a few hours.
- If the number is already on WhatsApp, use the WhatsApp Business app path or delete the WhatsApp account first.
"Too many registration attempts" or "deleted moments ago"
Meta temporarily blocks a number after repeated register or disconnect attempts; wait a few hours and avoid reconnecting in the meantime, because each attempt extends the block. If a number was just deleted, wait 5 minutes and try again.
After Connecting: the Finish Setup Checklist
The checklist on the result page, and on the WhatsApp card in Settings > Channels, shows what Meta still needs. Click Check again after each fix.
Payment method needed (error 141006)
Social Intents is a Meta Tech Provider, so Meta bills your WhatsApp Business Account directly and each business adds its own card. Until you do, Meta blocks template messages and broadcasts, and Social Intents shows Add a payment method in WhatsApp Manager (Meta error 141006). Open WhatsApp Manager > Settings > Payment methods, add a card, then click Check again. It can take a few minutes to clear. Replies to customers who messaged you in the last 24 hours keep working meanwhile.
Display name pending or declined
Meta reviews the name customers see, usually within 1 to 2 business days. While it's pending you can use the number, but Meta keeps your limit on business-initiated messages low. If it's declined, edit it in WhatsApp Manager: use your business or brand name as it appears on your website, without extra words or punctuation, and follow Meta's display name rules.
Messaging status shows Limited or Blocked
Limited means replies to customers work but template messages may not; the checklist shows Meta's reason, often an unapproved display name or a payment issue. Blocked means Meta needs action before the number can send; open WhatsApp Manager from the checklist to see what. Fix the cause, then click Check again.
Messages and Status Updates
Customers' messages don't appear
- Check the number has a widget in Settings > Channels > WhatsApp > WhatsApp numbers, and click Save channel settings.
- Check the checklist shows Number connected.
- Test from a different phone than the business number.
- If you also connected the number to another WhatsApp tool, or removed Social Intents from your WhatsApp Business Account in Meta, reconnect from Integrations > WhatsApp > Reconnect.
Delivered or read status isn't updating
- Read receipts off: people who turned off read receipts in WhatsApp show as delivered even after reading. Treat read rates as a minimum.
- Phone offline: a message stays at sent until the recipient's phone connects.
- Give it a few minutes: Meta can take a few minutes to report status, especially during large broadcasts. The broadcast report updates automatically.
- Failed instead of delivered: the report's Recipients tab shows Meta's reason, such as the number not being on WhatsApp or a messaging limit. See Broadcast Reports and Retargeting.
- Still nothing after an hour: check the number still shows Number connected in the Finish setup checklist and that you haven't connected it to another WhatsApp tool.
Agent replies fail after a day
The customer's 24-hour window closed. Choose a re-engage template in Settings > Channels > WhatsApp and make sure your account has a payment method. See WhatsApp Templates, Media & Sessions.

Frequently Asked Questions
Can I turn off the two-step verification PIN?
No. Meta only lets you change a two-step PIN for a WhatsApp Business Platform number. Change it in WhatsApp Manager and enter the new PIN in Social Intents.
Do I need to delete my WhatsApp Business app to connect?
No. Use coexistence to keep the app. Only personal WhatsApp accounts, or numbers you want to move off the app completely, need to be deleted first.
Why are templates blocked but replies work?
That's almost always the missing payment method (error 141006) or a Limited messaging status. Replies inside the 24-hour window don't need either.
